Building Lasting Connections
Since 1983, I have been involved in advocacy for health and human services and agriculture. I have been recognized as one of the state’s experts on purchase-of-service contracting for health and human services, and was the appointed chair to the statewide Purchase of Service Advisory Council by Governor John Waihee. In 1981, I graduated from the University of Hawaii with a bachelor’s degree in social work.
Prior History
Aloha, I am Joy Gold! As a former Hill and Knowlton director of Government Relations, I have worked on issues pertaining to Native Hawaiian rights, agriculture, healthcare, wood preservative treatment, telecommunications, the petroleum industry, and Hawaii’s bid to dock the USS Missouri at Battleship Row at Pearl Harbor.
Years Of Service
I have facilitated and negotiated state contracts, instituted health and human services policy changes with the executive branch, and have been invited to speak on lobbying, grant administration, and the role and function of nonprofit board of directors.
Prior to that, I worked at Kapiolani Health Care System (KHCS) for 11 years. At KHCS, I established and developed the Research and Grants Management Department and later was instrumental in the development of the Kapiolani Health Research Institute. Simultaneously, I served as the government relations liaison to state, federal, and county government. I was the system’s registered lobbyist since 1990 and was appointed the director of government relations in 1994.
